Bug Description
Subject: 5-hour usage limit appears to be severely overcounted
Claude Code version: 2.1.227

Timezone: Asia/Seoul
Affected session:

On August 11, 2026, my 5-hour usage meter reached 81% after approximately 10 minutes of work.
Local Claude Code logs show:
- 73 unique model requests between 10:45:01 and 10:55:12 KST
- 47 Haiku 4.5 requests
- 15 Sonnet 5 requests
- 10 Fable 5 requests across the related local sessions
- No additional API/model requests after 10:55:12 KST
- The 5-hour meter remained at 81% after termination
- Weekly usage changed from 31% to 32% after the requests had stopped
A comparable peak 10-minute period last week had substantially higher token/API-equivalent consumption, approximately $20.51 versus $5.46 this time, but did not drain
the 5-hour limit nearly as quickly.
This suggests a server-side quota allocation or usage-metering regression rather than increased workload. Please audit:
1. The server-side usage attributed to my account during this window
2. The quota weights applied to Fable 5, Sonnet 5, and Haiku subagents
3. Whether my Team seat's 5-hour allowance or seat tier changed
4. Whether usage from another device, Claude.ai, or a stale session was attributed to my account
5. Whether there is a known usage-metering incident
Please provide the actual server-side token/request breakdown that caused the 81% reading.
