[Bug] Model switch from Opus to Fable causes workflow interruption

Bug Description
we had been using opus to assist with unit and user testing of a number of tickets. this process seeemed to work well. i then changed the model to fable to see if we could create a skill based on our completed workflow to make this an easier process in the future. during this process when fable was working we received the safeguard message.
