[Bug] Fable rejects authorized security evaluation tasks despite CVP approval

Bug Description
I was accepted into the Cyber Verification Program, and still Fable rejected my request to do the cyber research I said I would do -- security eval of the open source project I'm a member of (Apache Tika). Model backed off to opus/sonnet. Is this user error? Or is this expected behavior?
