[BUG] Sidebar date-group headers ("Today"/"Yesterday") diverge across clients and do not correct after refresh

What's Wrong?
What's wrong:
Same account, four clients within 5 minutes (iOS app, Windows desktop app, browser). Two desktop windows group Aug 4 chats under "Yesterday" and Aug 5 chats under "Today" when the actual date is Aug 6. A third window and the iOS app bucket correctly. Ctrl+R (browser) and F5 (desktop app) do NOT re-bucket the headers — the wrong grouping persists after refresh.
Expected:
Date-group headers computed from current local date on every render; identical grouping on all clients for the same account.
Environment:
- Windows 11, Claude desktop app (current) + browser claude.ai
- iOS Claude app (current)
- Timezone US Eastern
- Underlying chat data is fully synced and intact — this is a sidebar rendering/bucketing defect only.
Possibly related: #59282 (stale timestamps in desktop Recent sort).
