Preflight Checklist

- [x] This is a single feature request (not multiple features)
Problem Statement
Claude sessions knowing of and having to scan mcp and other tools even though not needed in the sessions specific work causes unneeded overhead and work arounds for power users needing to streamline work flow and context window usage.
Proposed Solution
a per-project mcp.ignore or allowlist in .claude/ config would be exactly what we need.
Alternative Solutions
a list of currently connected tools with a toggle on/off panel that can be set in early session setup - on white lists, off ignores
Priority
Medium - Would be very helpful
Feature Category
Configuration and settings
Use Case Example
Every session I work with in chat, cowork, code has to do this check and use resources to do so
