[Bug] Push notifications fail to deliver to Android device despite tool reporting success

Bug Description
Mobile push notifications never reach the device, but the PushNotification tool reports success and /config shows no "No mobile registered" warning. - v2.1.220, Windows terminal, Android phone - agentPushNotifEnabled / inputNeededNotifEnabled / remoteControlAtStartup all true - Remote Control connected; PushNotification returned "Terminal and mobile notification sent" on two separate occasions while the terminal was unfocused - A third call while the terminal WAS focused correctly returned "Not sent because you're active in this terminal" — so focus suppression works as documented and is not the cause - Android battery set to unrestricted, notification permission granted - Nothing arrived on the device in any case
