[Feature Request] Add Cross-Device Notifications for CLI Project Completion

Bug Description
I get notifications when my research projects are complete in desktop Claude. Extend this to CLaude CLI. I would like phone notifications (any device where claude is installed) when my Claude CLI instances are complete working or require my input.
