Allow customizing the ExitPlanMode approval button text

Feature request: expose a setting to customize the label/text of the approval option shown when exiting plan mode (the button used to confirm moving from planning to implementation).
Currently this button's text is hardcoded in the UI with no settings.json field, hook, or other config surface to change it. Would like the ability to set a custom string for one or more of the options presented at that step.
