Voice dictation ignores configured Language setting, always transcribes in English

Claude Code version: 2.1.220

Steps to reproduce:

1. Open /config → Config tab
2. Search "language", select "Language", set to "Português (Brasil)"
3. Fully quit the app (not just /exit — full process restart)
4. Reopen Claude Code, run /voice to enable voice mode
5. Hold space, speak in Portuguese

Expected: Transcription in Portuguese
Actual: Transcription is always produced in English, regardless of the Language setting, even after a full app restart.

The Config screen explicitly labels this setting as "preferred response and voice language", implying it should control STT/dictation language, not just model response language.
