[Bug] Auto-accept fails silently when approval agent lacks model availability

Bug Description
Auto-accept requires a second agent to approve things the main agent does, or so I just learned, but when the second agent is using a model that isn't available there is no fallback and prevents it from having any way of accomplishing an action...
