[BUG] Weekly usage being consumed too quickly

What's Wrong?

Until around the Opus 5 launch, the 20x max plan would give 4x lots of the 5-hour usage limit for Fable each week and 8x for all models. This seems to now be 2.66x and 5.33x. It looks like there is some bug causing the 50% extra weekly limits for Claude Code to no longer apply. I see this both on my personal and work max plans.

What Should Happen?

Limits should remain at the previous and advertised rates.

Use up the 5 hour limit any model, and observe the weekly limit go past 13%.
