[Bug] Context Window Compaction Fails Before Reaching 0% Remaining

Bug Description
with 5% left in the context window i still cannot compact without getting "conversation too long" error - what is the point of having a warning that is not relevant if i can't compact i don't need a warning...

it used to be that i was able to work to 0% and then compact while now i keep bumping into this issue all the time!
