[Bug] Anthropic API Error: Request Refused - Security Assessment False Positive

Bug Description
Authorized, Legal-directed internal defensive security assessment of our own platform. Legitimate cybersecurity remediation work — consolidating known vulnerabilities into an attack-path/cut-point analysis to build a fix roadmap — was flagged and refused by Fable 5, and the Opus 5 fallback also refused (Request ID: req_011CdNkPo44uEG3rNY7JDpRw). Requesting review of the false positive and guidance on the right configuration for authorized security testing. This is remediation analysis, not exploit development.
