[Bug] Umlaut characters replaced with ASCII equivalents in CLI responses

Bug Description
Umlaut bug still present in v2.1.220 (Opus 5). Umlauts consistently replaced with ASCII in CLI responses: "fuer" instead of "für", "spaeter" instead of "später", "koennen" instead of "können", sometimes dropped entirely ("Gerat" instead of "Gerät"). Originally fixed in v2.1.108, regressed since ~v2.1.158 and still not fixed. Occurs in every session, also with the new Opus 5 model. GitHub #14131 / #32886.
