[Bug] Security scan exceeds usage credit limits and completes prematurely

Bug Description
I did the security scan and not only did it originally go over my usagecredits when I set up a limit but it was not that reliable and was said to be completed to only not finish up and have to redone as well. Secondly the guardrails are still a bit wonky here.
