[Feature Request] Ask User Question Tool: Support sending notes-only response with '0' key

When in the ask user question tool, pressing 0 should respond with only the notes you wrote, no option selected. Otherwise if an option is selected and notes are written, assume the option selected was intentional. Right now it seems that it only sends notes if you write them, not your selected option.
