[Bug] Overly sensitive safeguard triggers false positive on routine coding tasks

Bug Description
False positive safeguard flag. The two-word message update task was flagged by Fable 5 safeguards and switched me to Opus 4.8 mid session. I was doing routine task file editing in a normal coding session with no security, exploit, or biology content. A benign task tracking command should not trigger a safeguard, and the model switch interrupts work. Please reduce safeguard sensitivity for routine coding.
