[Bug] Unauthorized Service Management Overriding Developer Configuration

Bug Description
in @CLAUDE.md zit duidelijke instructie om niet zelf zonder toestemming services te starten en stoppen en mijn dev en builds te draaien. Dit omdat er steeds dubplicated servers worden gereleased. Toch doet claude code dat steeds.
