[Bug] False positive safety blocks on non-code technical report updates

Bug Description
Fable 5 is freaking out trying to update my technical report on LLM coding for common lisp and the lisp machine. These are false positives. into the bargain it is not writing any code, merely updating a report on new work. There is no attack code any where in sight. I am a member of the CVP Program.
