[Bug] Context Window Exhaustion Preventing Auto-Compaction

Bug Description
Beginning today, Claude Code frequently becomes unable to compact because it uses almost all of the 200k token context window, and there isn't enough context left for compaction. I've been using Claude for months without seeing this issue, which makes me think it's a regression. That being said, my team switched from API key billing to team subscription billing this week, which could also be the culprit.
