[Bug] Team Billing: Frequent Unexpected Usage Limit Resets

Bug Description
This week, my team switched from API key-base billing to team subscription-based billing. However, multiple team members are receiving the "Claude usage limit reached. Your limit will reset at..." message after only a few hours of work. We can work around this issue by logging out of claude code, then logging back in, which makes me think this is a bug. In the meantime, it's very annoying to have to relog every few hours.
