[Feature Request] Relax security policy for threat model generation on user's own software

Bug Description
I asked Fable to help me write a security threat model for my own software and it refused (fell back to Opus). I don't think specifying the generic threat catagories my software needs to defend against is remotely dangerous. I didn't even ask it to evaluate the code for vulnerabilities, just my requirements. Please tune to let Fable prevent design defects with security implications.
