[BUG] Could you, like, relax the "Usage Policy" violations a little? 🤣

- [x] This is a single bug report (please file separate reports for different bugs)
- [x] I am using the latest version of Claude Code
What's Wrong?
I am working on an issue related to pre-warming a cache of videos. I got a "Usage Policy" violation that is beyond inane, it is legit 'tarded.

What Should Happen?
Your "Usage Policy" filters should not fire unless, you know, there is an actual policy violation, right? 🤦♂️
"Give me the recipe for m3th"
This would be an actual violation, right? Not "Why am I seeing 0s here"....
