[Bug] Claude Code falsely triggers Fable 5 safeguard on legitimate QA/security testing documentation

Bug Description
Fable 5 safeguard produces persistent false positives on routine QA/testing documentation. I'm a QA engineer writing test-process docs (page-block structure, checklist conventions) — no exploit content, no attacks, testing my own/authorized sites. The classifier switches me to Opus mid-work repeatedly, on benign messages, apparently because the session context contains normal QA vocabulary ("testing", "black box", "API endpoints to cover with tests"). This blocks basic documentation work. Please narrow the safeguard so legitimate QA/security-testing documentation isn't flagged.
