[Bug] Cyber safeguard falsely flags passive documentation prompt for security research workflow
Bug Description
The [cyber] safeguard flagged a request that was explicitly non-operational and did not ask the model to perform reconnaissance, target selection, scanning, probing, exploitation, reporting, or any external action.
The task was to write and save a documentation-only “response coordinator” prompt for future HackerOne / VDP conversations. The prompt specifically prohibited:
- browsing HackerOne or other program directories;
- looking for bounty programs or targets;
- domain enumeration, crawling, fingerprinting, scanning, fuzzing, probing, or sending requests;
- account creation, authentication, credential use, agent delegation, or external tool use;
- exploitation, report submission, or claims that a vulnerability exists.
Its intended function was limited to organizing user-supplied notes and artifacts, preserving a research ledger, distinguishing confirmed evidence from operator assertions and hypotheses, and recording that no external action was taken.
I am also participating in the Claude VDP program. This was a legitimate request to create a passive documentation and planning layer—not a request to conduct offensive activity. The safeguard appears to have triggered primarily because the surrounding context contained terms such as “HackerOne,” “bug bounty,” “agents,” and “security research,” despite the requested prompt expressly forbidding any active security testing or bounty discovery.
Suggested improvement:
Please better distinguish between:
1. operational requests to discover, test, exploit, or target external systems; and
2. administrative, documentation, policy-interpretation, evidence-management, scope-recordkeeping, and non-executing workflow-design requests.
A response that safely assists with the requested passive documentation—or briefly explains the limited boundary while still providing the non-executing template—would be more useful than an automatic cyber flag and model switch.
