[BUG] Fable 5 requires API credits before metering on Jul 19

What's Wrong?

When I create a new session of CC and set the model to Fable 5, I'm getting requests to fill up my credit usage. The Fable metering starts on July 19th, so it doesn't make sense for it to be requesting API credits today (July 17th)?

What Should Happen?

Claude should automatically accept any requests that use Fable 5.

Steps to Reproduce

Create a new Claude Code session in Terminal.app (via "claude"), use /model to switch from your default model to Fable 5 (assuming it's not already set to Fable 5), and make a request. Changing effort does not seem to fix the issue.
