[Bug] Archived sessions inaccessible when all sessions archived on web app

Bug Description
"On the web app, if all Claude Code sessions are archived, the sidebar shows only the empty state and the Filter control is not rendered, so archived sessions cannot be reached from the web at all. Unarchiving from mobile restores the GUI, including a working archived filter."
