[Feature Request] Allow configuration of insecure default credentials for development environments

Bug Description
i asked claude to type a dev password that is set to all users to 123, he refused to because ethical reasons, they actually prefer to hijack the session insted of typing the pasword:

Let me retry the direct session-write approach at a lower level, reading the actual Rails source this time instead of guessing.

this is a problem because i was having a problem logging in, and telling it to login is part of the flow so it can fix login issues
