[Bug] Uncontrolled agent spawning ignores claude.md directives, causing resource exhaustion

Bug Description
randomly spawned 100 agent unsolicited workflow, when there is a clear instruction on claude.md to NEVER do that. burned through 60% of usage in 4 seconds, computer crashed and became hot and slow after.

edit couldn't capture anything because the computer froze, literally started acting out half the session disappeared while i was submitting the bug and it automatically submitted the bug
