[Bug] Excessive API retry attempts consuming quota after limit restore

Bug Description
after limit restore I try to continue session, but got api error 5 times, nothing been done, but this retries eat 20% off the my 5 hours limits with max plan, it's too much for easy api check request, no one token use for real work. It make me unhappy and I think that need to be fix
