[Bug] Overly broad cyber safeguard blocking legitimate defensive security code review

Bug Description
False positive. The cyber safeguard blocked a routine PR/test-status summary
("5697 tests pass, 18/18 checks, PR not merged") for a DEFENSIVE self-hardening
feature on my OWN codebase — inward-bounded, own-systems, human-reviewed, no
exploit/offensive content. It then also blocked my follow-up question asking
what triggered the block. Both look over-broad. Applied to the Cyber
Verification Program for exactly this work.
