[BUG] Effort level unchangeable mid conversation

What's Wrong?
In Claude Windows Application I can no longer change effort level mid conversation. This may be related to the fact that model can no longer be changed mid conversation (as I learned this is a feature and it is documented). But now the ability to change effort level is gone as well. The chevron is greyed out and unclickable. This is undocumented and I assume this is a bug.
What Should Happen?
Model selection should be locked, but effort selection should still be available.

Steps to Reproduce
1) Start a conversation and ask any question
2) Model selector gets disabled and effort level selector gets disabled together with it.
3) No more way to change effort level
