[Bug] Claude skips implementation steps despite reinforcement, leaves incomplete code

Bug Description
even fable tends to slack off. it leaves "named gaps" behind all the time. it knows things are missing and those things should be done for a more complete implementation, but it still decides to skip it, for god knows what. i thought fable would solve this issue but apparently not. no matter how much i try to reinforce correct behavior, it just consistently tries to avoid work.
