Session management tools return empty results after recent update — list_sessions, search_session_transcripts broken

Bug description

After a recent Cowork update (noticed 2026-07-08), session management tools (list_sessions, search_session_transcripts) return empty results, making it impossible to recall previous sessions or continue work across windows.

Steps to reproduce

1. Open a new session in a project directory with extensive prior session history
2. Call list_sessions — returns "No other sessions found"
3. Call search_session_transcripts with a keyword known to exist in prior sessions — returns "No matching sessions found"

Expected behavior

Both tools should return matching prior sessions so the user can pick up context from previous work.

Actual behavior

Both return empty results despite the user having many prior sessions in the same project directory.
