[Bug] Agent disconnects system network during offline simulation, requiring restart and wasting tokens

Bug Description
The agent decided the best way to simulate 'offline' was turning off system Wifi - although i had allowed all permissios - this seems self destructive. I.E., it disconnected itself from the internet in the process. This wasted a lot of tokens starting back up again.
