[Bug] Sub-agent rate limiting causes excessive session delays

Bug Description
I've been noticing ultra slow responce from Claude lately. With sessions going up to 3hours, and my current one up to 7 hours. I'm not sure if the scope is too large, or what I am doing differently. One thing I have noticed is that sub-agents are being rate limited a lot more nowadays than before. So i assume the rate limiting is causing my sessions to exceed 7 hours.
