Usage/rate-limit percentage in 4-hour window display lags behind actual usage, causing sudden "out of credits" jumps

Description: The usage indicator for the 4-hour rolling window sometimes shows a stable percentage (e.g. ~50%) and then jumps abruptly to "out of usage credits" with no gradual warning in between. It feels like the displayed percentage isn't reflecting real-time usage — like the UI is caching/polling on a delay and then "catches up" all at once.

Impact: Because there's no gradual warning before hitting the limit, it's hard to pace work or know when to wrap up a session — the cutoff feels sudden rather than predictable.

Expected: The usage percentage shown should track actual consumption closely enough that hitting the limit doesn't feel like a surprise jump from a comfortable-looking percentage.
