Plan panel comments not relayed to Claude
Description
The Plan-mode UI's "Select any text to leave a comment for Claude" feature (Plan panel) does not appear to relay left comments into Claude's context automatically. Comments left via that panel are not surfaced to the model in the conversation — the only way to get them through is for the user to manually screenshot or paste each comment as a separate chat message.
Expected behavior
Comments left on plan text via the Plan panel's inline comment feature should be automatically relayed into Claude's context (e.g., injected as part of the next turn), the same way other plan-mode state is synced.
Actual behavior
Comments added through the Plan panel are invisible to Claude. No tool or context injection surfaces them. The user has to manually screenshot/paste each one.

Additional diagnostic: captured a localStorage/internal-store snapshot (Claude desktop app, version 1.19367.0) immediately after leaving a Plan-panel comment. Searched the full dump (111 distinct localStorage keys + 7 internal Zustand-style stores: AutoUpdater, BrowserNavigation, LocalAgentModeSessions, GrandPrix, Launch, ClaudeVM) for any trace of the comment — zero matches for "comment" or anything resembling that feature's state.
This suggests the Plan panel's inline comments are held in ephemeral, component-local React state that's never written to localStorage or any of the app's persisted stores — which would fully explain why they never make it into the model's context: there's no persisted state for a context-injection step to read from before the next turn.
Encountered the same issue. Once Claude somehow managed to recover the comments when prompted to do so. But when it happened again, I lost around 30 mins of detailed review work that had been right there in the browser before I clicked on the Revise button for the proposed plan, whereupon they disappeared with no apparent route to recovery.
When this happens to me (happens often, on a 2019 MacBook running maCOS Tahoe 26.6.2) the plan is displayed in the side panel and I can add comments but there is no way to tell Claude Code Desktop to read the comments. The usual Revise button is not shown. The chat interface tells me to copy and paste them in as a prompt.
