Agent is getting stuck during generation, burns API usage pretty quickly on retry

Working on an app built entirely by CC. I am unable to work further, as any operation, even those with a cleared context will hang the tool in an analyzing state.
Running with debug and verbose flags, here's an example:

Have tried setting the SHELL= prompt to bin/bash instead of zsh, no change in behavior.
Stopping and retrying seems to burn API spend quickly.
Running on OS X ARM
