[Feature Request] Add granular control for dangerously-skip-permissions mode based on sandbox context

Bug Description
Add a richer disableBypassPermissionsMode setting, so that it can allow dangerously-skip-permissions when running with a custom/builtin sandbox.
I only want to disallow it when the user's are running it directly without anything in the way. That is, allow it when using sbx or msb.
