Why this is a false positive
This safety block fired mid-session during legitimate, in-scope protocol reverse-engineering: instrumenting an application's own outbound writes on a developer-owned, rooted test device to capture and understand its command protocol. The task is standard authorized security-research work on hardware and software the operator controls, involves no targeting of third parties or unauthorized systems, and produces only a local traffic capture for interoperability analysis. Halting the entire coding session under the Usage Policy over this request is a disruptive false positive that misclassifies routine dynamic-analysis instrumentation as abuse.
