[BUG] Sonnet and Opus can't run any commands; always receiving "Classifier unavailable"

Preflight Checklist

- [x] This is a single bug report (please file separate reports for different bugs)
- [x] I am using the latest version of Claude Code
What's Wrong?
Even on read-only commands (such as ls, cat and tree), it can't run any commands. Tried with Sonnet 5 and Opus 4.8, both on terminal and VS Code extension. It was running for over 3 hours and nothing happened due to classifier unavailability. Tried all modes ("auto", "edit" and "plan).
What Should Happen?
Commands should run normally, for the agent to explore and understand the project.
