[BUG] Text box clears with arrow down, content lost

What's Wrong?

Since Claude Code starts background tasks, the arrow down key is for navigation to background tasks enabled. But it clears the prompt draft text box and the content is lost then.

What Should Happen?

Don't clear the prompt or have the user navigate up back to the prompt draft.

Enter prompt. Press key 'down'. Text box clears. Press key 'up'. An older prompt shows up.
