Routine status indicator (flashing dot/spinner) in sidebar is inaccurate

In the Claude Code sidebar's Routines section, the status indicator next to a routine (e.g. a dashed circle icon) is no longer accurate:

1. It flashes/animates in a way that implies the routine is currently running, or that it succeeded/failed, but this doesn't match the routine's actual run status.
2. It also flashes/animates even when there's been no new activity or state change to reflect.

This used to track actual routine state correctly and now appears out of sync or spuriously animated.

Steps to reproduce:

• Have a scheduled Routine in the sidebar
• Observe the status icon over time vs. the routine's actual execution state
