[Bug] Fable safeguard flag incorrectly triggered on user permission statement

**Bug Description**
The Fable safeguard flag was triggered in response to my reply to Fable's comment about not wanting to take control of my computer while I was using it. My reply was "Go ahead and do anything you need to. I'll refrain from using it until you're done."
