Dispatch: usage-policy block on one turn permanently bricks the only thread, with no rewind or recovery

Environment: Claude desktop app, macOS 26 (Darwin 25.5.0), model Opus 4.8

What happened

In the macOS desktop app, Dispatch (beta) provides a single continuous thread. One of my turns tripped the usage-policy classifier — a false positive; I asked why a scammer would send me a spam email I received (referencing the .eml file). The turn was blocked with:

API Error: Claude Code is unable to respond to this request, which appears to violate our Usage Policy (https://www.anthropic.com/legal/aup). Try rephrasing the request in a new session or change your model.

Because the flagged content remains in the conversation history and is resent with every request, every subsequent message returns the same error — including trivial ones like "test". The thread is permanently unusable.

The gap

Regular Code sessions have a Rewind button, so a poisoned turn can be removed. Dispatch has no rewind and no per-message delete, and the app only provides one Dispatch thread. The only recovery is deleting the entire conversation and losing all accumulated context.

Expected

Some way to recover a Dispatch thread from a blocked turn — rewind, per-message delete, or automatically excluding blocked turns from the resent context.
