[Bug] Fable model downgrades to Opus excessively on non-restricted tasks

Question

**Bug Description**
the Fable model downgrades to Opus FAR TOO OFTEN. I'm working on my personal esp32 project, nothing to do with security and biology and it happened 5 times or more.
