/dataviz skill listed in release notes but not available in session

Summary

The /dataviz skill is advertised in the v2.1.198 release notes and on the Claude Code startup screen, but it does not appear in the available skills list and cannot be invoked.

Steps to Reproduce

1. Open Claude Code v2.1.198
2. Note the startup screen "What's new" section — lists: _"Added /dataviz skill for chart and dashboard design guidance with a runnable color-palette validator"_
3. Run /release-notes — same item appears as the third bullet
4. Attempt to invoke /dataviz — skill is not available

Expected Behavior

/dataviz skill is available and invokable as described in the release notes.

Actual Behavior

The skill does not appear in the available skills list and cannot be used.
