[Bug] Remote Control unavailable despite active Claude Max subscription

Bug Description
Remote Control not enabled on active Max plan. claude remote-control returns "Remote Control is not yet enabled for your account." Claude Code v2.1.112, OAuth subscription auth, all disabling env vars confirmed unset (DISABLE_TELEMETRY, CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC, ANTHROPIC_API_KEY, ANTHROPIC_BASE_URL, CLAUDE_CODE_USE_BEDROCK/VERTEX). ~/.claude.json shows "hasAvailableSubscription": false despite active Max billing. Requesting manual account enablement.
