[Bug] /ultrareview charges for failed runs despite incomplete execution

Bug Description
The /ultrareview command failed during the Find phase with no findings produced. The Verify and Dedupe phases did not run. Despite the incomplete execution, one of my three free runs was consumed.

This raises a question about the billing model: if a run fails before producing reviewable output, are paid runs ($5–$25 per the launch banner) also billed in the same way?

If failed runs do bill, the feature is difficult to use with confidence — there is no way to predict whether a launched run will complete or abort, and the cost is non-trivial.

Request: please clarify the billing policy for failed runs, and adjust the metering so that incomplete executions do not consume free quota or bill real money.
